BYLAWS
(subject to modification)
Involvement
The World Boxing Empire can only be associated with bouts
in which a sanctioning fee has been paid and a sanctioning certificate
has been issued referencing both participants, promoter, date, weight
division, title, and location of the bout. All participants must be registered
members in good standing.
Only the WBE President or Chairman's original signature on a sanctioning
certificate indicates the certificate is valid.
Ratings
Ratings are determined through a combination of reviewing
televised bouts, various independent publication's rankings, and tapes
and bio's of fighters submitted to us for review. Non members may be rated
as well as members.
Holding a non-WBE title does not affect a boxer's standing
with The WBE
Ratings are based on the following criteria:
- Ability - The subjective
judgement of how good a fighter is
- Record - Win/loss ratio
and number of bouts
- Activity - Boxers who
are fighting more frequently will be ranked higher than those with long
periods of inactivity. Exceptions can be made for medical reasons
- Level of competition -
The accomplishments of a boxer and the quality of opponents he/she has
faced
The ranking committee consists of the President and Chairman
and can be reached at the business address office on the "Contact"
page.
Alterations
Changes of position within the ratings are posted on the
website along with the reason for the change.
Appeals
Registered members in good standing may appeal any change
in rating in writing. A written appeal must be received within 10
days of the posted ratings in question.
Non members have no say in whether they're rated, where they are rated,
or any change in their rating.
Officiating
Officials are assigned by the governing state or country
where the bout is held upon approval of the WBE and all parties involved
in the bout. However , the WBE/USBC reserves the right to overturn
any result within our organization pending review of the bout, including
bout results affected by official's conduct.
Representation
Should the promoter elect to have a WBE representative present, the promoter
shall be responsible for furnishing transportation, lodging, and compensation
of USD$400 per day. A representative present is not required.
Contest Rules
The rules of the governing state or country shall be used
subject to review and approval by the WBE and all parties involved in
the contest. All parties involved in the contest also agree to abide by
the decision of the locally governing officials. It is the responsibility
of all parties involved in the contest to thoroughly understand the rules
and regulations governing the contest itself and the outcome.
Gloves used for any WBE contest must meet approval of the WBE and both
participants in any WBE contest must wear identical gloves.
If the weigh in takes place the evening
before the day of the bout, both contestants can weigh no more than the
weight limit in the division that the match is sanctioned for. A second
weigh in shall be held two hours prior to the scheduled start of the first
bout of the event in which neither boxer may weigh at or above the weight
limit of the next higher weight division. If one of the contestants is
over the weight limit, he/she cannot gain the championship being contested
but the contestant weighing within the limit may gain the championship
contested. This does not apply to the Super Heavyweight division.
World title bouts must be scheduled for a minimum of 8
rounds, exceptions may be granted with special permission.
Intercontinental and Regional title bouts must be scheduled
for a minimum of 6 rounds, exceptions may be granted with special permission.
National and state title bouts must be scheduled for a
minimum of 4 rounds.
Women's boxing contests rounds may be 2 minutes in duration. Men's
boxing contests rounds must be 3 minutes in duration.
Title Defenses
If a top rated contender exists at the time the champion
wins the title, the champion must defend against that contender within
6 months of winning the title.
If a top rated contender exists after the champion wins the title, the
champion must defend against that contender within 6 months of the contender
acquiring the top rated position.
If a top rated challenger does
not exist, champions are required to make a voluntary defense of their
title within 6 months unless a waiver is granted. If a title defense is
not made within 6 months, the WBE has the sole discretion of declaring
the championship vacant and ordering a matchup between two contenders.
Waivers are granted at the sole discretion of the WBE.
It is the champion's responsibility to be in compliance of this, the "Title
Defenses" section of the bylaws. Written notice may not be provided prior
to a champion being stripped of his/her title and the title declared vacant
if the champion in question is in violation of this section of the bylaws.
If a purse agreement between champion and mandatory challenger cannot
be reached, the promoter staging the bout will be required to pay a 75/25
champion/challenger split of the total purse money.
Promotion of title bouts and elimination
bouts
The WBE is not responsible for promoting bouts or events
for any fighters who are ranked or hold titles within the organization.
Mandatory title defenses, title bouts, and elimination bouts are the responsibility
of the fighter and/or the fighter's management/promotional team to facilitate.
If a champion is required to defend his/her title by a certain date and
no promoter is willing to stage the bout, the title shall be declared
vacant and the champion shall then be declared a "champion in recess".
The champion in recess may fight for the vacant championship at a later
date until which time a new champion exists. If/When a new champion exists,
the champion in recess can submit a written request to be matched against
the new champion to contest the aforementioned title. This written request
must be submitted within 6 months of the new champion obtaining the title
and is at the sole discretion of the WBE of being honored. The WBE will
communicate its decision to the champion in recess requesting a title
match with the new champion within 30 days.
There are no verbal reservations of title bouts. A title bout is officially
reserved only when the sanctioning fee is submitted along with the date
and location of the bout and the names of both participants. If the bout
is changed, postponed, or cancelled, the sanctioning fee will be refunded
to the promoter sans any transfer charges.
If a title or ranking is vacant, any two registered members
may fight for the title/ranking. If more than one registered member wishes
to fight for the same vacant title/ranking, the opportunity will be first
given to the highest ranking member. If a sanctioning fee isn't submitted
and a sanctioning certificate issued within 14 days, the opportunity will
be given to the next highest ranking member.
Once a sanctioning certificate is issued, it is only
valid for the scheduled date of the contest. Approval of rescheduling
of the contest is at the sole discretion of The WBE.
Purse Bids
In the event that two or more promoters wish to stage a
WBE sanctioned bout, the WBE will accept purse bids. The promoter
promising the highest purse wins the right to stage the fight.
